This is an odd welcome sign of sorts, for the Rikers Island correctional facility, New York City's main jail complex in the middle of the East River between the Queens and Brooklyn county-like boroughs, is completely inaccessible to all but law-enforcement officers, lawyers, accused criminals and (under strict supervision) their family members. Photographers are especially unwelcome
