Building and Grounds Division, Library
of Congress, was the unit responsible for the planning, design, construction,
general operations, and maintenance of the Congressional Library Building, later
named the Library of Congress Thomas Jefferson Building. Correspondence,
letterbooks, memoranda, journals, procurement records, account records, employment
records, reports, schedules, writings, drawings, blueprints, photographs, printed
matter, and artifacts primarily document the commission, construction, and
operations of the Thomas Jefferson Building, with some records pertaining to the
Annex, later named the Library of Congress John Adams Building, as recorded through
the activities of the Office of the Superintendent of the Library Building and
Grounds.
Acquisition Information
The bulk of the records of the Building and Grounds Division were transferred to the
Library of Congress Archives in the Manuscript Division in 1965 and 1968 from the
Office of the Secretary, Library of Congress with a small addition in 1976 from the
Office of the Librarian, Library of Congress. The journal of William R. Boyd was
purchased from the Boyd family in 1946.
Processing History
The records of the Building and Grounds Division were arranged and described in 1991
by Paul E. Edlund and John D. Knowlton. The materials were rehoused and described,
and a finding aid was encoded in 2022 by Elissa Jerome and Matthew Caruso. The
collection’s original container numbering system was retained during processing. The
containers are numbered in sequential order beginning and ending with each series. A
copy of the finding aid prepared in 1991 is available in the Manuscript Reading Room
for reference.

Scope and Content Note
The records of the Building and Grounds Division of the Library of Congress span the
years 1871-1954, with the bulk of the material dating from 1886 to 1940. The records
primarily document the planning, design, construction, and maintenance of the
Library of Congress Thomas Jefferson Building through the activities of the Office
of the Superintendent of the Library Building and Grounds. The collection also
includes materials related to the Library of Congress John Adams Building. The
records are in English, with some shorthand. Container types include boxes and bound
volumes which are numbered sequentially beginning and ending with each series. The
collection is arranged in three series: [Construction of the

The Construction of the Thomas Jefferson Building series covers the
activities leading up to the completion of the building for the Library of
Congress. The records detail the commission, site clearance, design,
materials, construction, and general operations as documented through the
activities of engineer and superintendent of the Library Building and
Grounds, Bernard R. Green. Photographic prints of sculptural models and
decorative architectural designs are interfiled with correspondence received
from sculptors, painters, and other artists commissioned to contribute to
the Thomas Jefferson Building. Also of note is a cyanotype documenting the
cornerstone laying and construction site. Additional materials of interest
include the description of design plans submitted by Smithmeyer & Pelz
and artifacts such as a sample of electrical cord and samples of cloth for
window awnings.
