The Joint Army and Navy Committee on
Welfare and Recreation, Sub-Committee on Music was established in 1942 to attend to the
morale of military personnel through the provision of music materials and the support of
bands at various levels – camp, fort, field unit, and individual performer. Library of
Congress Music Division chief Harold Spivacke served as the Sub-Committee chairman.
These files document his role and that of his staff in this war effort through
correspondence, photographs, memoranda, notated music and lead sheets, reports,
songbooks, and technical and training manuals.
Acquisition Information
The records in the Joint Army and Navy Committee on Welfare and Recreation,
Sub-Committee on Music Papers were generated during Harold Spivacke's tenure as
Sub-Committee chairman. He served in this capacity as an additional duty to his position
as chief of the Library of Congress Music Division (1937-1972). As such, these materials
constitute Spivacke's desk files documenting this wartime work. The files were
maintained at the Library after the Sub-Committee ceased operation in 1946.

Processing History
The Joint Army and Navy Committee on Welfare and Recreation, Sub-Committee on Music
Papers were processed in 1993 by Robert Saladini with assistance from Jerry
Pietrosewicz. Materials designated "for War Collection, Music Division," given to the
Library of Congress Music Division on June 24, 1943, by the Industrial Service Division,
Bureau of Public Relations, War Department, Washington, D. C., were integrated into the
collection during processing.
The original finding aid was prepared with Corel WordPerfect 8. In 2005, the collection
finding aid was coded for EAD format by Michael A. Ferrando.
Additional Sub-Committee files were located in 2014. Nancy Seeger incorporated the Music
Illustrators subseries into the collection at that time. Between January 2021 and May
2022 Anita M. Weber fine-tuned the collection arrangement, completed processing the
remainder of the 2014 addition, and revised and updated the finding aid to current
standards.
Transfers
Sound recordings from the Joint Army and Navy Committee on Welfare and Recreation,
Sub-Committee on Music Papers have been transferred to the Library of Congress Motion
Picture, Broadcasting, and Recorded Sound Division, MAVIS collection no. 17711. An

Administrative History
On September 25, 1941, the Joint Army and Navy Committee on Welfare and Recreation
announced the establishment of a Sub-Committee on Music. Its mission was to advise the
Army, Navy, and Marine Corps on all matters pertaining to musical activities within
military camps and reservations both in the United States and overseas. Dr. Harold
Spivacke, chief of the Music Division at the Library of Congress, was named as the
Sub-Committee chairman.
Among its many activities, the Sub-Committee on Music prepared and disseminated
recommended lists of band and choral music to troops; prepared songbooks and sent music
specialists from the Army Specialists Corps to camps to train soldier song leaders; and
served as a conduit for soldiers requesting sheet music from publishers.
The Sub-Committee also aided in coordinating plans for musical entertainment of the
soldiers in the communities outside the camps and stations.
In April 1946, the Sub-Committee, along with its parent the Joint Army and Navy
Committee on Welfare and Recreation, ceased operations.
Scope and Content Note
The Joint Army and Navy Committee on Welfare and Recreation, Sub-Committee on Music was
established in 1941 to attend to the morale of military personnel through the provision
of music materials and the support of bands at various levels – camp, fort, field unit,
and individual performer. Library of Congress Music Division chief Harold Spivacke
served as the Sub-Committee chairman. These files document his role and that of his
staff in this war effort.
The Sub-Committee performed a wide array of duties including providing music,
instruments, and recording and playback equipment to military personnel; obtaining
rights and permissions for use of music by bands and social service organizations to
entertain the troops; facilitating soldier entertainment; and training band and song
leaders. These activities are extensively documented. There is also discussion of the
role of music in hospitals and post-war rehabilitation.
The bulk of the collection consists of alphabetically arranged [Correspondence and Subject Files](JANC10002).
Spivacke received quite a bit of personal correspondence, especially letters from
servicemen (some known to him, others not). Some of these individuals reported on music
in their camps, while others discussed their disappointment at the roles that they had
been selected for. There are also offers of service and requests for employment; these
came from musicians, composers, conductors and academic deans. Among the many
correspondents are Milton Babbitt, Samuel Barber, Arthur Fiedler, Nathan Gottschalk, Roy
Harris, Joseph Jordan, Miklós Rózsa, and Beryl Rubinstein.
Other communications are from original Sub-Committee members, including Fred Birnbach,
secretary of the American Federation of Musicians; C. V. Buttelman, executive secretary
of the Music Educators National Conference; Noble Sissle, president of the Negro Actors
Guild of America, Inc.; and music publisher Harry Fox. There are also carbon copies of
letters to many other well-known musical personalities of the era such as Aaron Copland,
Leonard Feist, Oscar Hammerstein II, Jerome Kern, Erich Leinsdorf, Alan Lomax, and
Walter Toscanini.
Beyond the correspondence, the collection contains a sampling of the Sub-Committee's
[Administrative Files](CL1002)
that provide insight into its workings. Included are meeting minutes, memoranda and
reports, and an extensive set of lists of best selling recordings from the war
years.
A number of [Publications](CL1003)
provide evidence of the types of materials created and disseminated by the Sub-Committee
on Music as well as the materials they drew from to create them. Among these items are
instructional manuals, music, programming materials, resource materials, and
songbooks.
Interfiled within the collection are related materials designated "for War Collection,
Music Division" that were given to the Library of Congress Music Division on June 24,
1943, by the Industrial Service Division, Bureau of Public Relations, War Department,
Washington, D. C. Wherever possible the original file folder identification and filing
order as maintained by Sub-Committee staff was preserved in the initial processing of
this collection.
Attempts were made to identify the first names of female correspondents; when a first
name could not be found their names were given as "Smith, Mrs. John". In such instances,
if you believe you know a woman's full name, please contact us. There are a few items in
this collection that contain minstrelsy sketches and songs. There is offensive language
about and portrayals of Japanese people in a military training guide.

Marshall Bartholomew, Aaron Copland, Arthur Fiedler, Erich Leinsdorf, Alan Lomax,
and Noble Sissle. A number of young musicians and composers wrote to Spivacke
concerning their war-time status, including Milton Babbitt, Samuel Barber, Nathan
Gottschalk, Miklós Rózsa, David Sackson, William Schuman, and Oscar Shumsky. Many
folders contain a single outgoing letter in response to a service memeber request.
Materials consist of correspondence, memoranda, reports, sheet music and music

This subseries contains a variety of publications related to instruction and
training to perform in or lead bands and singing groups, provide entertainment
to service members, and acquire music and recordings for use in camps. Also
included are examples of songbooks and sheet music that were made available to
military personnel, compendia of skits and sketches generated by the United
Services Organization (USO) for use in camp shows and "Army Hit Kits" to be
used in sing-alongs, and drafts of songbooks.
