Sometimes you can't, have to cut damaged material out, and that wastes a lot of material. Laying out the material for cutting is like a giant jigsaw puzzle, pieces are fitted very close together. And damaged goods, especially at the sewing facility, can be sent out as seconds, and re-sold as such.
